Glendale Ends ICE Detainee Holding Contract
Glendale, CA – The City of Glendale has officially ended its contract with U.S. Homeland Security and Immigration and Customs Enforcement (ICE), which allowed federal immigration detainees to be held at the Glendale Police Department’s facility.

This decision, though not made lightly, reflects Glendale’s values and the evolving concerns of the community.
Since 2007, the City maintained a secure, well-regulated facility that provided basic dignity to those in custody—offering clean accommodations, medical support, family visits, and access to legal representation.
Detainees benefited from being held locally, rather than in distant or privately-run centers that often lack transparency and oversight.
Despite these safeguards, the ICE contract has become a source of division within the community.
The decision to terminate it is not political—it is about preserving public trust, ensuring accountability, and staying true to Glendale’s commitment to community safety.
Glendale has long been recognized as one of the safest cities in the country.
That safety stems from a strong bond between the police department and the people it serves. The City is determined to protect that trust.
To be clear:
The Glendale Police Department does not and will not enforce immigration law.
We remain fully compliant with California Senate Bill 54 (SB 54), which bars local law enforcement from using resources for immigration enforcement.
The GPD has never engaged in immigration enforcement and will not do so in the future.
While we understand this change may make it harder for some families to visit loved ones or access legal help in other ICE facilities, we believe ending the contract is in the best long-term interest of our city.
Glendale’s holding center offered clean, climate-controlled pods with access to phones, restrooms, meals, and visitation—a level of care not guaranteed elsewhere.
Moving forward, the facility will continue to serve local law enforcement needs only.
Glendale remains fully committed to public safety, community trust, and the fair treatment of all individuals—regardless of immigration status.
